Also, in the case of Jesse, he was scheduled to be retested, but the warden made the decision to euthanize him before the retest was done. Pretty much all dogs that fail their behavior evaluation are retested after 2 weeks to see if there is improvement. Sometimes a dog may be restested several times for example when they are very shut down during the evaluation.

If they hadn't absorbed the rising cost of medical care, I guess they would only have 1.2 million. In point of fact, a lower adoption fee would quite likely lead to an increase in adoptions. Why not jack the cost up to three hundred per animal and require 3 different background and credit checks for potential adopters?
