HACIA’s banquet is consistently recognized as the largest construction industry event in the Midwest, as it recognizes members and partners that have worked throughout the year to support the Association’s mission to assist minority participation and success in the industry. Commissioner Avila was one of HACIA’s first members.

“The MWRD has been a pioneer in recognizing economic contributions of minority businessmen and women,” said Commissioner Avila.  “Our adoption and continuing advocacy of policies which support the aspirations of minority communities and businesses within our jurisdiction is very important to the Board and to the agency.”
