The Illinois legislature has passed a concealed carry handgun law by an overwhelming margin...substantial enough that it will become law even in the face of a veto by Gov. Quinn...the margins by which HB 183 are sufficient to insure that the veto will be overwritten. Further, the bill has an ABSOLUTE PROHIBITION ON HOME RULE LOCAL LAW CHANGES TO TRY AND CHANGE STATE LAW. Hence, Evanston will have concealed carry and the City Council CAN'T TOUCH IT.
