NSP2 Bid Packages Now Available for Subcontractors

The City of Evanston’s Neighborhood Stabilization Program 2 (NSP2), funded under the American Recovery and Reinvestment Act of 2009 (ARRA), was designed to help stabilize neighborhoods that have been hardest hit by the effects of foreclosed and abandoned properties. The Department of Housing and Urban Development (HUD) awarded Evanston $18.15 million to stabilize portions of west and south Evanston as well as generate economic opportunities for local residents and businesses.

For subcontractors interested in bidding on NSP2 rehabilitation work, the third NSP2 bid package is now available. Bid packages will be available for pick-up through Friday, April 29th in Room 3000, Lorraine H. Morton Civic Center, 2100 Ridge Ave. Proposals will be due to BCM, LLC by noon on Friday May 20th.

Inspections of the properties are scheduled to occur on Wednesday April 27th and May 4th. A detailed schedule will be included in the bid package. Inspections are mandatory for bid consideration.

The presubmission conference will be held Friday, April 29th at 10:00 am in the Room 2200 of the Civic Center. This bid package will include condominium units only. Because these properties are in buildings with eight or more housing units, federal regulations require prevailing wages be paid in compliance with Davis-Bacon Act. Detailed information will be included in the bid package.
