Frustrated about Snow on Streets

Is anyone else surprised by the fact that the City cancelled the Snow Emergency, meaning that folks will not have to clear the streets tomorrow morning so that the City can plow to the curbs.  Our street is now nearly impassible because of how far into the street the cars are parking.  I thought at first that the City was waiting for the temps to warm-up as most of that crud under the semi-parked cars was ice.  Not sure I'm understanding the logic here.
