The man is a 19-year-old from Chicago.

Evanston police arrested a 19-year-old from Chicago and charged him with a felony count of burglary to a motor vehicle after they noticed him acting suspiciously in a parked car.

Officers approached the man, Dametre Jemal Irby, on Aug. 9 at 2:24 a.m., when he was sitting in a car on the 1300 block of Ashland in Evanston.

The "officers [who] approached this subject noticed the vehicle to be ransacked and [watched the] suspect discard a GPS device. Officers then began a field inquiry with this subject, during which the suspect stated the vehicle he was in belonged to a relative," according to a police statement about the arrest. An investigation later revealed that the car did not belong to anyone related to Irby.
