Evanston police have arrested a man they say stole items from a car Tuesday night while carrying a pipe used for smoking drugs.

Police observed the man carrying a large white box while on routine patrol on the 600 block of Howard Street. When the man noticed the police, he immediately paused and changed directions, which caused the officer to confront him.
