A Chicago man has been charged with animal cruelty after kicking a woman's Labrador retriever on May 8 on the 200 block of Kedzie Street. Stephen Quan, 34, was arrested  at 2:45 p.m. on June 22 at the Evanston Police Station. Police said a woman was out walking her dog when Quan came out an apartment on Kedzie and began walking his poodle while carrying a baby. Police said the man dropped his leash when the woman warned him that her dog was not friendly. But it was too late and the dogs began to fight. The man then hit the Lab in the head a couple times before accidentally breaking the woman's glasses. Police said a witness saw the two people fight verbally after the dogs had been separated. Quan then allegedly went back and kicked her dog again. His court date is set for July 8.
